Arbitrum's Security Council froze 8,425 ETH and 74.56 million ARB linked to the Binance exploit.
The emergency intervention occurred at 8:08am Hong Kong time on 30 October 2026, targeting an identified exploit-linked address.
The council temporarily upgraded Ethereum's Inbox contract before executing two cross-chain transfers to secure the assets.
The transfers impersonated the exploit-linked address and moved the holdings into a designated Arbitrum-controlled wallet.
The Security Council then restored the Inbox contract to its original implementation after completing the emergency operation.
The frozen holdings can only move through an ArbitrumDAO governance vote coordinated with relevant parties.
The intervention left other users' funds and applications unaffected, while placing the recovered assets under governance control.
Following the update, ARB was trading down 5.3% at $0.1524.
