The 21st Century ROAD to Housing Act has been sent to US President Donald Trump, giving him up to 10 days to sign, veto or allow the bill to become law without his signature, including a provision banning the Federal Reserve from issuing a central bank digital currency until the end of 2030.

The bipartisan legislation passed the House of Representatives last week and includes language preventing the Federal Reserve from issuing or creating a CBDC or any substantially similar digital asset before the ban expires.

“We should be celebrating a bipartisan housing law,” said Senator Elizabeth Warren.

Trump cancelled a planned signing ceremony after saying Congress should prioritise passing the SAVE America Act, which would require proof of US citizenship for voter registration, although Congress could override a presidential veto with a two-thirds majority in both chambers.

The Senate is expected to return on 13 July, leaving about four weeks to consider the Digital Asset Market Clarity (CLARITY) Act, and there was no immediate market reaction following the bill's transmission to the White House.

The housing legislation received support from both Democratic and Republican lawmakers, with the CBDC restriction included as part of broader negotiations on the bill.

The outcome could influence the direction of US digital asset policy as lawmakers continue debating cryptocurrency market structure, stablecoin regulation and the role of a potential US central bank digital currency.
