
Brazil bill seeks to cement crypto rules
Brazilian Federal Deputy Jonas Donizette has introduced Bill 2946/2026, a proposal that would transform the country's existing cryptocurrency regulations into federal law and establish a permanent legal framework for virtual asset service providers.
The bill seeks to codify several Central Bank resolutions, including Resolution 519, which outlines authorisation requirements for crypto service providers, along with related rules governing virtual asset services and foreign exchange transactions.
The legislation would require companies offering cryptocurrency services in Brazil to register with the relevant regulator before operating in the country.
Supporters argue the proposal would provide greater legal certainty by embedding existing regulatory requirements into law, making them more difficult to alter through administrative changes.
Critics have warned that the measure could further increase compliance obligations and regulatory oversight for crypto businesses already operating under a strict supervisory framework.
The proposal remains at an early stage and must be debated and approved by both Brazil’s Chamber of Deputies and Senate before becoming law.
If enacted, the legislation would formalise the regulatory structure governing Brazil’s cryptocurrency industry and could strengthen confidence among market participants seeking long-term regulatory stability.
