President Donald Trump has signed an executive order directing federal agencies to expand the use of artificial intelligence in cybersecurity and establish a framework for reviewing advanced AI systems before their public release.

The order, titled "Promoting Advanced Artificial Intelligence Innovation and Security," calls for the creation of an AI cybersecurity clearinghouse, increased deployment of AI-powered security tools and a process for identifying frontier AI models that may present national security risks.

“Advanced AI capabilities make our nation stronger, but also introduce new national security considerations that require coordinated action across executive departments and agencies,”

The executive order stated.

Under the framework, the National Security Agency will oversee a classified review process to determine whether advanced AI systems qualify as covered frontier models, while developers may voluntarily submit models for government evaluation for up to 30 days before wider release.

Trump had previously delayed signing a similar order in May after expressing concerns that certain provisions could slow US artificial intelligence development and weaken the country's competitive position against China.

Critics argued the framework relies too heavily on voluntary cooperation from AI developers, with Public Citizen policy counsel J.B. Branch calling for comprehensive federal legislation that includes enforceable safeguards, transparency requirements and independent testing standards.

The executive order follows growing concern over advanced AI capabilities after Anthropic's Claude Mythos model demonstrated the ability to identify software vulnerabilities, prompting discussions among government officials, financial institutions and technology companies about potential cybersecurity and national security risks.
