Ripple CEO warns CLARITY Act faces uncertainty

Ripple CEO Brad Garlinghouse said progress on the US digital asset market structure bill remains uncertain despite a recent Senate compromise on stablecoin yield.

Garlinghouse told attendees at a Miami crypto conference that the bill, known as the CLARITY Act, faces a critical two-week window before political pressures from the 2026 midterm cycle intensify.

“Do I think it's perfect? Hell no,“

Said Ripple CEO Brad Garlinghouse, adding that:

“There's tradeoffs and compromises, but I do think clarity is better than chaos.”

The latest momentum follows a compromise announced by Senators Thom Tillis and Angela Alsobrooks aimed at resolving disagreements around stablecoin yield provisions that have stalled the legislation.

The bill, which already passed the US House in July 2025 and advanced through the Senate Agriculture Committee, still requires approval from the Senate Banking Committee where Senator Cynthia Lummis has urged swift action, saying regulatory clarity is the industry’s top priority.

US regulators including the US Securities and Exchange Commission and the Commodity Futures Trading Commission have already begun coordinating oversight through a March agreement, signalling movement despite Congressional delays.

Ripple executives have been actively involved in negotiations with policymakers and industry stakeholders as agencies move ahead with interim frameworks while awaiting formal legislative clarity.
