The RISE programme would operate across three US states and is expected to begin in the first quarter of 2027.

The Canton Network would combine several state-administered benefits into monthly or twice-monthly payments.

The proposed system would apply spending rules across areas including food, childcare and cash assistance.

Benefits would automatically adjust as household income changes, while agencies could track payments, balances and compliance data.

The American Idea Foundation said the pilot aims to reduce benefit penalties that can occur as recipients earn more income.

The participating states and specific benefit programmes have not been disclosed, and the pilots still require federal approval.
