OCC urges community banks to enter stablecoin market
- The OCC is encouraging community banks to explore becoming permitted payment stablecoin issuers under the GENIUS Act.
- Federal rules establish requirements for stablecoin reserves, redemptions and issuer supervision.
- The framework creates a regulatory pathway for eligible banks seeking to enter the stablecoin market.
The US Office of the Comptroller of the Currency (OCC) is encouraging community banks to explore payment stablecoin issuance under the GENIUS Act, potentially widening participation in regulated digital payments.
The initiative follows the GENIUS Act, signed into law on 18 July 2025, which established a federal framework for payment stablecoin issuers.
The OCC's final rules cover reserve assets, redemption obligations, risk management, audits and supervisory requirements for regulated issuers.
The framework requires issuers to obtain the appropriate authorisation, with the rules scheduled to take effect on 18 January 2027.
Eligible applicants with substantially complete applications pending by the effective date may request waivers from certain requirements while awaiting regulatory decisions.
For community banks, entering the market would require the systems, reserves and compliance processes needed to meet federal stablecoin standards.
The framework also addresses custody, reporting and oversight of foreign stablecoin issuers, extending regulatory requirements across several parts of the payment stablecoin ecosystem.
The initiative advances federal regulation of payment stablecoins while establishing a potential pathway for eligible banks to enter the market.
