
Gillibrand targets August crypto market vote
US Senator Kirsten Gillibrand said lawmakers could vote on the CLARITY Act before the August recess if Congress resolves concerns surrounding ethics, consumer protections and illicit finance provisions.
Speaking at the Consensus 2026 conference in Miami on Wednesday, Gillibrand said lawmakers also needed to align the House market structure proposal with the Senate Agriculture Committee’s version of the legislation before moving forward.
“There will be no one voting for this bill if we don’t have an ethics provision,”
Said US Senator Kirsten Gillibrand, adding:
“Because the truth is, is that we cannot allow members of Congress, senior administration officials, presidents or vice presidents, to get rich off of these industries because of their insider status.”
Although Gillibrand did not mention Donald Trump directly, scrutiny has intensified around the president’s ties to crypto ventures including his memecoin and family-backed crypto business World Liberty Financial as Congress debates digital asset legislation.
Lawmakers on the Senate Banking Committee last week reached a compromise on stablecoin yield provisions that could help advance the broader market structure bill, though the agreement reportedly did not address conflicts-of-interest language involving public officials.
Brad Garlinghouse said this week lawmakers likely needed to address the legislation within the next two weeks before political complications linked to the US midterm elections slowed momentum for reform.
Summer Mersinger said during a separate Consensus panel that lawmakers currently faced a narrow “window of opportunity” to advance the bill, while prediction market platforms Polymarket and Kalshi placed the odds of the CLARITY Act becoming law by the end of 2026 and before August at 65% and 49% respectively.
