EU reviews MiCA stablecoin and DeFi rules

The European Commission has launched a review of the EU’s Markets in Crypto-Assets Regulation, signaling possible updates to the bloc’s landmark crypto framework less than two years after it took effect.

The commission on Wednesday opened a public consultation seeking feedback from the crypto industry and consumers on whether MiCA rules covering stablecoins, decentralised finance and tokenised assets remain fit for purpose as digital asset markets evolve.

The consultation specifically examines MiCA’s ban on interest payments or interest-like rewards for stablecoins while also reviewing reserve requirements, liquidity management, redemption rights and thresholds used to classify significant tokens.

The review also targets regulatory gaps involving decentralised finance, staking, lending, non-fungible tokens and tokenised financial assets, areas that currently sit largely outside MiCA’s original scope.

European regulators said they are reassessing classification challenges involving wrapped tokens, synthetic assets and tokenised fund interests because the distinction between crypto assets and traditional financial instruments remains unclear in some cases.

The consultation comes ahead of a key July 2026 deadline requiring crypto asset service providers operating in the EU to become fully authorised under MiCA or cease operations across the bloc.

Some industry participants have already begun referring to potential future reforms as “MiCA 2” as the EU evaluates whether stronger consumer protections, clearer rules and simplified compliance requirements are needed to support broader crypto adoption.
