Morris Reid, Partner at Actum and former official in the Clinton administration, describes the Democrat sweep of Congress in the US midterm elections as a "protest vote", saying it shows the American people were against President Trump but that's not to say the Democrats now have a mandate. Reid was speaking on Bloomberg Television's The Pulse With Francine Lacqua.
