"Maintaining the 295,000 enrolment limit for next year at least provides certainty for our providers," said International Education Association of Australia CEO Phil Honeywood.

Secondary operational details show that total student commencements are tracking below the set limit for both 2026 and 2027, with current new enrolments falling 8% compared to the same period last year.

The policy maintains current individual institutional limits into next year while the broader visa processing environment continues to record high rejection rates for applicants from South Asia.

The flat enrolment cap follows a sequence of federal integrity reforms designed to moderate growth across public universities, private colleges, and vocational institutions.

According to data from the Australian Bureau of Statistics, international education remains the country's fourth-largest export sector after generating over $53 billion for the domestic economy in the 2024–25 financial year.
