"If it is a relatively brief energy shock, I think you would look through that," he tells Bloomberg Television. He also discusses what to expect from Federal Reserve Chair Jerome Powell as the central bank prepares to deliver its interest rate decision on Wednesday. "I don't see him cutting rates. I think he's kind of backed away from that now," Rees adds.
