Microsoft (NASDAQ:MSFT) has committed to a 1.6 trillion yen ($10 billion) investment in Japan over the next three years, marking the company’s largest-ever capital injection into the country as it races to build the infrastructure required for the global generative AI boom.

The investment, announced Friday during a visit to Tokyo by Microsoft Vice Chair and President Brad Smith, will focus on expanding artificial intelligence computing power and strengthening cybersecurity defenses in coordination with the Japanese government.

The move aligns with Prime Minister Sanae Takaichi’s broader economic agenda, which prioritizes strategic technologies and national security as primary drivers of domestic growth.

A central pillar of the initiative is a massive workforce development program.

Microsoft plans to provide AI-related training to 1 million engineers and developers across Japan by 2030.

The commitment comes as Japan faces a looming labor crisis; government estimates suggest a shortfall of more than 3 million workers in the AI and robotics sectors by 2040 due to the country's aging population.

To facilitate the expansion of AI capacity, Microsoft will partner with domestic technology leaders including SoftBank and Sakura Internet.

By localizing more of its high-performance computing power, Microsoft will allow Japanese government agencies and sensitive industries to utilize Microsoft Azure services while ensuring that data remains within national borders—a key requirement for Japan’s tightening data sovereignty laws.

The deal also includes a significant security component.

Microsoft and the Japanese authorities will deepen their information-sharing protocols to combat rising cyber threats and state-sponsored cybercrime.

This partnership is expected to integrate Microsoft’s global threat intelligence with Japan’s national security infrastructure to better protect critical industrial and government networks.
