Fluor selected to design first new U.S. refinery in over 50 years

Fluor (NYSE:FLR) announced on April 7, 2026, that it has been selected by America First Refining (AFR) to execute the front-end engineering and design (FEED) for a landmark large-scale refining facility in Brownsville, Texas.

The project marks a historic milestone for the domestic energy sector, as the AFR facility represents the first entirely new refinery to be constructed in the United States in more than half a century.

Fluor will recognize the undisclosed contract value in its first-quarter 2026 results.

The Brownsville refinery is engineered to process more than 60 million barrels of domestic crude per year.

Strategically located to tap into American shale oil reserves, the facility will utilize commercially proven, advanced technologies to convert raw crude into high-demand products, including gasoline, diesel, and jet fuel.

A primary focus of the design is "cleaner fuel innovation," with the facility intended to operate more efficiently and with a lower environmental footprint than the aging infrastructure that currently dominates the U.S. refining landscape.
