OpenAI has called on governments to prepare for major economic disruption from advanced artificial intelligence, urging reforms to taxation, labour policy and social systems.
The company said rapid AI progress could transform productivity and growth but also risks displacing workers and concentrating wealth without updated policies.
“No one knows exactly how this transition will unfold,”
OpenAI said, calling for a democratic approach to shaping the future of AI.
The policy paper proposes treating access to AI as a core economic resource, alongside modernising tax systems to reflect automation-driven productivity gains.
OpenAI also recommended stronger worker protections and expanded social support to address potential job displacement caused by AI adoption.
The report outlines safety measures including model audits, incident reporting systems and containment strategies for advanced AI risks.
The release comes as CEO Sam Altman faces renewed scrutiny following reports questioning transparency and governance within OpenAI, adding complexity to the company’s policy push.
