US Comptroller Jonathan Gould said the OCC plans to finalise its GENIUS Act rules by November.
The rules will cover payment stablecoins and are designed to support the law’s January 2027 start date.
The OCC published a 376-page proposal in February and received industry comments before reviewing the final rules.
The agency missed the GENIUS Act’s July deadline for completing the required regulations, leaving the final framework unfinished.
Gould said the OCC expects to begin processing applications linked to stablecoin issuers within the new year.
The GENIUS Act requires stablecoins to meet federal rules covering reserves, issuance and oversight, with the framework scheduled to take effect in January 2027.
