The White House is reviewing an ethics proposal from Senators Thom Tillis and Ruben Gallego as negotiations continue.
The updated 616-page bill covers crypto exchanges, brokers, custodians, decentralised finance, stablecoin yield, cybersecurity and self-custody.
Supporters may need 60 votes to overcome procedural opposition, while Galaxy Research estimates a 30% chance of passage in 2026.
The Senate Banking Committee previously advanced the legislation in a 15-9 bipartisan vote before potential consideration by the full Senate.
The remaining ethics dispute covers digital asset transactions involving federal officials, reporting requirements and other restrictions.
