Brazil Central Bank bans crypto in cross-border flows

The Central Bank of Brazil has banned the use of cryptocurrencies in cross-border payments under Resolution 561, mandating fiat-only settlement from October 1.

The measure requires all international transfer services to be conducted through foreign exchange transactions or regulated Brazilian real accounts, effectively excluding bitcoin and stablecoins from institutional payment flows.

The policy aims to improve transparency and align Brazil with global anti-financial crime standards, tightening oversight of cross-border capital movements.

The resolution follows a 2025 public consultation and formally recognises virtual assets as a category, while explicitly prohibiting their use in regulated international payment systems.

Analysts warn the decision could reduce efficiency and increase costs for providers that previously relied on blockchain-based settlement for faster and cheaper transactions.

“Innovation in the settlement layer suffers a severe blow. Companies in the sector will be forced to abandon on-chain efficiency and return to the conventional—and often more costly—rails of traditional banking infrastructure,”

Brazil has been expanding oversight of digital assets in recent years, and the new rule signals a preference for maintaining strict control over foreign exchange flows as institutional crypto adoption faces tighter constraints.
