Residents in West Texas describe noise, odors and health concerns from a gas flare operating near their homes as oil producers face scrutiny over pollution and their commitments to curb emissions. Oil giants including ExxonMobil, Occidental Petroleum and others have pledged to reduce or eliminate the flaring practice, but a new investigation by Bloomberg News and The Examination found persistent flames at sites tied to companies participating in the World Bank's Zero Routine Flaring initiative.
