French President Emmanuel Macron said thousands of troops could potentially be deployed under the proposed framework.
Zelensky said security guarantees must be legally binding and backed by parliaments and the US Congress to be credible.
He added that Ukraine must still rely primarily on its own strength without firm international commitments.
Peace talks remain stalled over unresolved issues including territorial concessions and long-term security arrangements.
Russia has not commented on the Paris announcement and continues to occupy around 20% of Ukrainian territory.
