Senior figures from West Midlands Police and Birmingham City Council will be questioned by MPs over a ban on Israeli football fans last year.
The decision barred Maccabi Tel Aviv supporters from attending a November match against Aston Villa in Birmingham.
The ban was criticised by senior politicians, with some suggesting it risked being perceived as antisemitic.
West Midlands Police said the move was taken due to concerns for public safety in the city.
A letter from the Dutch police inspectorate has challenged claims used to justify the ban over alleged unrest at a previous match in Amsterdam.
Dutch officials said they found no evidence supporting reports that hundreds of Maccabi fans targeted local communities.
We do not see any new facts or circumstances that would warrant revising these findings.
Liesbeth Huijzer said.
Conservative MP Nick Timothy said the letter confirmed long-standing doubts over the police account of events.
Leaked meeting notes suggested police initially favoured a ban despite what was described as an absence of intelligence.
Police later told safety officials there was significant intelligence indicating a risk of disorder involving Maccabi Tel Aviv fans.
